Four charged with murder of West Coast Berbice teenager, Haresh Singh

One of the brothers of the murdered Henry cousins Joel and Isiah is among four charged with the murder of Haresh Singh the West Coast Berbice teenager killed September last year.

The Police in a press statement said four persons were arrested by ranks attached to the Major Crimes Unit of the Guyana Police Force and charged today (June 29th, 2021)

A charge of Murder: “Contrary to Common Law” was instituted against the four in relation to the death of Haresh Singh on September 9, 2020 at Number 3 Village, West Coast Berbice.

Those charged are: Philip Anderson called ‘Ratman, age 29 years of Lot 25 # 3 Village, West Coast Berbice, Joel Gittins called ‘Bolo’, age 27 years of Jangotown, East Coast Demerara, Gladston Henry called Gladwin Henry, aka ‘Soldierman’, age 27 years of # 3 Village, West Coast Berbice and Charles Scott called ‘Bucko’, age 21 years of lot 29 Jarvis Street Rosignol, Berbice.

 

The men appeared before Magistrate Peter Hugh at Fort Wellington Magistrates’ Court virtually this afternoon. They were not required to plead as the offence is indictable as such they were remanded to prison. The case has been postponed to 12th July, 2021 and transferred to Blairmont Magistrate Court for report.

Government rejects police service commission promotion list

The promotion of several police officers continues to hang in the balance as the government has said it will not accept the promotion list of the Police Service Commission.

The list was released yesterday after Chief Justice Roxanne George-Wiltshire dismissed the case filed by Senior Superintendent Calvin Brutus.

However, attorney General Anil Nandlall in a statement said the promotion list released by the commission was following the decision of the court was illegal and unlawful.

“The attempt of the Police Service Commission, therefore, to countermand, disobey and disregard the President’s decision, not only amounts to an effrontery to the highest executive office in this land but is simply absurd. If anyone had any doubts about the independence and rectitude of this grouping who constitute the Police Service Commission, those doubts should now be put to rest” Nandlall said.

Attorney, Selwyn Pieters who is representing the commission, in a letter to President Ali, said the commission will continue to carry out its functions as the president’s decision to discharge the functions of the commission was unlawful and illegal.

“It is clear from the provisions that Your Excellency’s purported suspension of the Chairman and other members of the Commission is contrary to the constitution in two respects; first, because the question of removal from office has not yet “been referred to a tribunal”, and second, because, for all members other than the chairman, you have not acted “in accordance with the advice of the prescribed authority” with respect to the suspensions,” Pieters said in his letter to Ali.

Chief Roxanne George Wiltshire in her ruling said “It cannot be for the court to usurp the power of the Commission and direct that the Commission appoints the applicants to the post recommended by the Commission (of Police). To do so would necessitate the court in engaging in a full investigation of all issues regarding all officers that may be affected. This is not the function of the court”, the Chief Justice said in her ruling.

According to the Chief Justice, the application brought to the court exposed the deep-seated issues that exist in the hierarchy of the force which does not bode well for its image publicly.

“The Commission as an entity established by and subject to the constitution must endeavor to uphold article 142, thus I cannot agree with the submissions on behalf of the challenged officers that the Commission has no control over the conduct of the disciplinary proceedings that it delegated. It is ultimately answerable for the progress of any such proceedings and must guide their expeditious progress,” the Chief Justice pointed out.

Days before the Chief Justice was scheduled, President Ali suspended the entire Police Service Commission. Some have said that Government.

According to the list released by the commission, six officers have been promoted to the post of Assistant Police Commissioners, Ravindradat Budhram, Errol Watts, Wendell Blanhum, Edmond Cooper, Philip Azore, and Kurleigh Simon.

Senior Superintendent Brutus moved to the court challenging commission on the list after he was not among the officers promoted.

3 dead in a Friendship boat fire

Three persons are now dead following a fuel boat fire  at a wharf at Friendship on the East Bank of Demerara Saturday afternoon. It’s unclear at this point what is the origin of the fire at this time. The bodies are still to be identified. There are also reports that the fire is under control and the scene is active.

An investigation is currently ongoing by the revenant agencies.

Gladwin Henry is wanted by the police for questioning in relation to Murder of Haresh Singh.  The West Coast Berbice teenager was killed at number 3 backdam. Singh’s, the autopsy revealed that he died from a “Brain Hemorrhage” and “Blunt Trauma” to the head, compounded by compression injuries to the neck.

Gun and ammunition found at  Crabwood Creek house

A 54-year-old male is now in custody following the discovery of  a Firearm and Ammunition at Crabwood Creek, Corentyne Berbice on Monday.
The police acting on information dispatched ranks from the division to conduct a search at the home of the suspect. According to the police, during the search of the lower flat of the building the ranks found a black tyre tube between several pieces of clothing which, when opened, contained three components of a 12 gauge shotgun. Further searches were made and a plastic bag containing six(6) shotgun cartridges were found.
The suspect was told of the offences committed, cautioned and arrested. The firearm and ammunition were marked, sealed and lodged at the Springlands Police Station.

Pensioner killed in boat mishap

Richard Bowens, an 87 year old pensioner, is now dead following a river mishap this morning at the  Bartica Stelling, Essequibo River. That incident involved two boats.

The Police are reporting that one of the boats involved in the mishap is a passenger boat which plies the Bartica to Parika route and was captained by Jules Benjamin, a 50 year old from Parika, East Bank Essequibo, while the other is a small wooden boat which was powered by a 15 HP outboard engine and captained by Richard Bowens, age 87 years, a Pensioner of Karrau Village, Essequibo River.

Benjamin told the police he departed Parika Stelling  with 23 passengers enroute to Bartica. On his journey, close to Bartica, he saw Richard Bowens boat about 700 meters in front of him heading also towards Bartica. As he reached closer to the boat, he said that Bowens suddenly changed his course and collided with his boat which caused Bowens engine to fall off the stern and into the water. A nearby boat then rendered assistance and took the injured Bowens to the Bartica Hospital where he succumbed whilst receiving medical attention. The body is awaiting a Post Mortem examination and Maritime Administration has also been engaged. Benjamin is in custody assisting with the investigation.
